QUALIFICATIONS AND ACCOMPLISHMENTS:
With almost 30 years of experience in Alaska oil & gas production and electric utility facility design, construction and operation, assignments have taken Jeff to different locations and operating environments requiring personal flexibility plus communication and influencing skills to succeed. His goal oriented approach, creativity, problem solving, motivation and high energy have served him well in the evaluation, development planning and project management arenas. In addition to managing several major projects, Jeff has completed special assignments in contract negotiations, policy development and community affairs. Besides previous involvement in project evaluation, conceptual design and justification for the initial Kuparuk and Pt. McIntyre developments plus Northstar and Gull Island plays in the Beaufort Sea, Jeff has recent experience in the Alpine development, National Petroleum Reserve - Alaska, the Cook Inlet and Anchorage areas.

EXPERIENCE:
Founded JWL Engineering with the objective of serving resource development and utility companies by providing experience, technical knowledge, management, and negotiation skills. Currently he is a Project Manager for FEX LP for the Northwest NPR-A exploration drilling program. Mr. Lipscomb was first elected to the Board of Directors of Chugach Electric Association in 2000, served as Treasurer for 3 years and elected Chairman of the Board in 2005. Chugach Electric is the largest generation, transmission and distribution electric utility in Alaska with net assets of about $500 million, annual revenues exceeding $200 million and serving over 71,000 members. The Alaska Railbelt Energy Authority is a Joint Action Agency made up of coop and municipal utilities that represent almost 90% of the generation and transmission capacity in the Alaska Railbelt. Mr. Lipscomb represented Chugach Electric on the AREA JAA board and was Vice Chairman. In the fall of 2004, he became a member of the Mechanical Engineering Development and Advisory Council at Texas A&M University. Mr. Lipscomb is also a Trustee of the Northwest Public Power Association, which serves the interests of over 150 municipal, public, and cooperative power utilities in the Northwest United States and Canada. He also Chairs the Association's Audit Committee.
